In November 2017, Denver voters passed a green roof ordinance, which requires new and existing buildings over 25,000 square feet in size to install a "green roof" either as the building is constructed or when the roof is replaced. The ordinance seeks to achieve important environmental benefits for the city, primarily by reducing urban heat island impacts and greenhouse gas emissions.
The green buildings ordinance is a long-term approach to building a more sustainable Denver by increasing green space, increasing the use of solar and other renewable energies, fostering the design of far more energy-efficient buildings, improving water and storm water management, and embracing established green building certifications. The green buildings ordinance will create up to 3.5 million more square feet of green space by 2050.
Colorado Commercial Property Assessed Clean Energy (C-PACE) is a financing tool that allows commercial and multifamily property owners to finance qualifying energy efficiency, water conservation, and other clean energy improvements on existing and newly constructed properties.
The financing is repaid through a voluntary special assessment on the property tax bill, which is key to this program as the lien attaches to the property and transfers with ownership. Interested property owners opt to receive long-term (up to 20-year) financing for as much as 100% of the cost of these improvements. This arrangement spreads the cost of clean energy improvements over a longer period than could be obtained with traditional debt financing.
